Albania’s startup ecosystem is undergoing one of its most dynamic transformations to date. Once centered on local, donor-driven programs, it is now evolving into a more connected, outward-looking environment that aligns with international standards and fosters innovation-driven growth.
A notable policy shift reflects this momentum: the government has a new strategic approach—moving beyond protecting existing businesses to actively shaping a stronger entrepreneurial environment, improving the business climate, and attracting international investment.
New influential players have further energized the ecosystem. Plug and Play, launched operations in Tirana’s Pyramid. The initiative introduces a globally tested model of acceleration, mentorship, and international market access. Meanwhile, ACT NOW, coordinated by the Albanian Council for Technology and Innovation (ACTI), brings together technology leaders to provide funding for promising ventures. Other initiatives (like Tirana Slush’D) enrich the ecosystem by creating networking opportunities and impact-driven acceleration programs.
At the same time, the ecosystem faces challenges. The closure of Uplift Accelerator, once a key early-stage program, left a gap in structured support for young ventures. Uplift had been a reliable launchpad for many startups, combining mentoring, investor connections, and funding. While its absence is significant, the experience of its founder—now involved in ACT NOW—remains within the ecosystem, with the potential to spark new acceleration opportunities in the future.
Despite these growing pains, Albania’s startups continue to demonstrate a tangible economic impact. Overall, Albania’s startup ecosystem in 2025 is more networked, globally connected, and strategically supported than ever before. The main challenge ahead is ensuring strong early-stage support for founders. If addressed, Albania will be well-positioned to turn this period of transition into sustained, inclusive growth and greater competitiveness on the regional and global stage.
